Citizens Union Foundation of the City of New York, the publisher of Gotham Gazette and Councilpedia, is the nonprofit research, education and advocacy organization affiliated with Citizens Union of the City of New York. The two organizations are a nonpartisan force for good government that work to inform and engage the people of New York to ensure local and state government value their citizens, addresses critical issues, and operate in a fair, open and fiscally sound manner. Citizens Union Foundation also monitors the deliberations and actions of government, conducts research, and analyzes the impact of proposed public policy and legislation at the city and state level.

Today, both Citizens Union, which was founded in 1897, and Citizens Union Foundation serve complementary roles as watchdogs and advocates for good government . Working to ensure fair elections, clean campaigns, transparent governing and responsible governance, Citizens Union not only seeks to inform the debate on public issues, but also to influence the formulation of public policy that affects the lives of all New Yorkers.

Believing an informed citizenry is the cornerstone of good government, Citizens Union Foundation received a grant in 1999 from the Charles Revson Foundation to create Gotham Gazette.
